The challenge

Education investments in Somalia are delivered across regions where ministries and development partners cannot always travel. Reports arrive from implementers, but decision makers need independent confirmation: is the school there, is it built to standard, are the teachers teaching, are the learners learning?

Third party monitoring exists to answer those questions. It only works if the monitor can reach the sites, speak the languages, apply the protocols consistently and report without fear or favour.
