Reports arrive from implementers, but decision makers need independent confirmation: is the school there, is it built to standard, are the teachers teaching, are the learners learning?
Third party monitoring exists to answer those questions. It only works if the monitor can reach the sites, speak the languages, apply the protocols consistently and report without fear or favour.
Every credible report protects the programme twice over. It gives funders the confidence to keep money flowing, and it gives the ministry early warning when something on the ground is drifting from the plan.
